救助 Search and Rescue
消防機動隊 The Fire Preparedness Task Force(FPTF)
災害現場において、現地最高指揮者が必要とする情報の収集や分析、消防局本部への情報伝達を行います。また、安全管理を行い、危険な情報をいち早く活動隊員に周知することで、ニ次災害の発生を防止します。
The FPTF is responsible for gathering and analyzing invaluable information for the commanding officer on the ground in emergency situations, as well as relaying information to our headquarters. They also conduct safety management and communicate information about potential dangers to related personnel as qulckly as posslble to prevent secondary disasters.
情報収集活動ドローン Disaster and Hazard Assessment Drones
消防機動隊では、令和元年10月から情報収集活動ドローンの運用を開始しています。隊員の立ち入ることが困難な自然災害現場や林野火災現場等の上空から撮影し、被害状況の把握や消防活動に必要な情報収集を行います
The FPTF started using disaster and hazard assessment drones in October 2019. These drones are our eyes in the sky above natural disasters or forest fires inaccessible to our firefighters, enabling the task force to assess damage and collect information vital for coordinating emergency response efforts.
特別高度救助隊-ハイパーレスキーひろしま- Hyper Rescue Hiroshima-Our Advanced Technical Rescue Unit
大規模な地震災害や土砂災害などの自然災害、有害な化学物質、 細菌及び放射性物質の漏えい・飛散等による災害に、特別な資器材や装備を活用して、より専門的かつ高度な救助活動を行う部隊として活動しています。
With specialized equipment and machinery, this unit is capable of undertaking complex rescue operations, such as those caused by major earthquakes, landslides, and other natural disasters, as well as emergencies caused by toxic chemicals, bacteria or radioactive materials.
災害支援 Disaster Assistance
大規模災害又は特殊災害が発生した場合に、消防庁長官の指示に基づき、あらかじめ登録している緊急消防援助隊を派遣して、被災地の災害活動の支援を行います。また、国際消防救助隊(IRT)は、国際緊急援助隊のメンバーとして諸外国で発生した大規模災害に派遣される消防救助隊で、広島市消防局からも隊員が登録されています。
When a major natural or man-made disaster occurs, we dispatch our registered Emergency Fire Response Teams to disaster-stricken areas when instructed to do so by the Fire and Disaster Management Agency Commissioner. ln addition, some of our personnel are members of the Japan Fire Service lnternational Rescue Team, a constituent part of the Japan Disaster Relief Team which is dispatched to major disasters overseas.
救急 Ambulance Services
急病やけがの際にいち早く駆けつけ、症状に応じた処置を行いながら医療機関に搬送します。年々増加する救急需要に的確に対応するため、救急隊員の処置技術の向上に努めるとともに、医療機関と緊密な連携の基に、傷病者を迅速に搬送できる体制を整えています。
Our ambulance team rapidly responds to injuries and sudden illnesses, providing patient transport to medical facilities while administering appropriate medical care. We work hard to properly address the ever-increasing demand on our ambulance services by improving our ambulance crew's capabilities and working in close cooperation with medical facilities to ensure rapid patient transport systems.
救急救命士養成所 Emergency Medical Technician(EMT)School
消防職員が救急救命士の国家資格を取得するための教育機関として、医師や大学教授等を講師に招き、約7ヶ月間の教育を行っています。本市消防職員のほか、他都市からも研修生を受け入れ教育を行っています。
At the EMT School, our personnel can become nationally qualified EMTs over the course of 7 months with the help of doctors, university professors, and other guest lecturers. ln addition to Hiroshima City personnel, we also educate from other municipalities.
救急教育センター First Aid Training Center
市民に対し応急手当の普及啓発を行うため、心肺蘇生法やAEDの使用方法、止血方法などを学ぶ、普通救命講習や上級救命講習などの各種講習会を実施しています。
We are committed to increasing the general public's knowledge about first aid. We run a variety of classes, including basic and advanced lifesaving courses, to teach citizens how to safely administer first aid such as CPR, the use of AEDs, and how to stop bleeding.
予防 Fire Prevention
火災を未然に防止するため、建築物や危険物施設の検査、防火管理者への指導など 定期的な査察を実施し、火災予防や防火思想の普及啓発を図っています。
To mitigate fire risks in advance, we conduct regular on-site visits to inspect buildings and hazardous materials facilities, and provide guidance to fire safety managers. Through these initiatives, we raise public awareness about fire safety and prevention.
火災調査 Fire lnvestigations
出火原因や延焼経路、火災による損害などを調査することで、今後の火災予防対策に反映させています。
Through thorough investigation of the causes, spread patterns, and damage caused by fires, we adapt and improve our fire prevention measures.
危険物保安 Hazardous Materials Safety
危険物、高圧ガスや火薬類施設の設置や変更時の審査、完成検査を通して、危険物、高圧ガス、火薬類を貯蔵、取り扱う施設の保安を図っています。
We ensure and maintain the safety of facilities that handle and store hazardous materials, high pressure gasses, and explosives through thorough reviews and completion inspections of newly constructed or modified facilities.
航空 Aerial Operations
救急、救助、消火活動等多用途な災害に対応しており、災害発生時はいち早く出動し、被災状況の把握や、人命救助活動にその機動力を発揮しています。広島市と県内各市町の間で応援協定を締結し、共同で利用する「県内共同利用方式」により運営し、広島へリポートを拠点に年間365日、日中の運航を行っています。
The Aerial Operations Unit is deployed immediately in a variety of disaster situations, such as first-aid response, rescue missions, and firefighting operations. They are rapid and effective in assessing emergency situations and conducting lifesaving missions. The City of Hiroshima concluded a Mutual Aid Agreement with cities and towns across Hiroshima Prefecture, allowing for shared use of our emergency response helicopter. Based at Hiroshima Heliport, our unit is in operation during the day, 365 days of the year.
水上 Maritime Fire Rescue
海上における船舶火災や、離島及び沿岸部における火災、救助、救急活動等に対応するため、消防艇及び救助艇の運用を行っています。災害発生時には、人命救助活動のほか、人員や物資の搬送など海上における機動力を発揮しています。
Our bureau is equipped with fireboats and lifeboats that we use to respond to emergencies such as fires on boats at sea, fires on remote islands and along the coast, and rescue and relief missions. In times of maritime disaster, we conduct rapid and efficient lifesaving missions, as well as personnel and resource transport.
指令 Dispatch
市民等からの災害等の119番通報を受け付けて、災害現場の特定や災害種別に応じた最適な消防隊・車両を選定し、出動の指令等を行います。
Upon receiving 119 emergency calls, we identify the location and nature of emergency situations, and decide the most appropriate unit and vehicle response before issuing dispatch orders.
消防通信指令管制システム The Firefighting Telecommunications Dispatch and Control System(FTDCS)
消防通信指令管制システムは、災害等の119番通報を受け付け、災害現場の特定を行い、災害種別に応した消防隊・車両を編成し出動を指令するとともに、出動車両の管理や現場活動の支援など、活動の終了までを一元的に管理するシステムです。音声での119番通報が困難な方でも円滑に通報が行えるよう、eメールやファクスに加え、Web機能を活用したNet119緊急通報システムの運用を行うとともに、通訳センターを介した外国語(5か国語)の三者間同時通訳により、増加する外国人観光客等からの通報にも対応しています。
The FTDCS is our centralized management system through which we coordinate emergency response until situations are completely resolved. It handles 119 calls, pinpoints emergency locations, dispatches the best equipped personnel and vehicle units, manages dispatch vehicles, and provides support for emergency response on the ground. ln addition to emergency notifications via email and fax, we also operate the Net 119 emergency notification system which allows those who cannot call 119 to alert us to emergencies via the internet. Additionally, we work with an interpretation center to respond to emergency calls from the ever increasing number of overseas tourists with real-time three-point interpretation possible in 5 languages.
Net119緊急通報システム Net 119-Online Emergency Notification System
音声で119番通報が困難な方がWeb機能で119番通報ができるシステムです。GPSによる位置情報から通報場所を特定できるなど、簡易な操作で通報内容を伝えることができます。
Net 119 is an online emergency notification system designed for those who are unable to call 119. This system employs a variety of easy to use features that allow users to provide us with information about emergency situations, such as GPS tracking to pinpoint location.
消防団 Volunteer Fire Corps
消防団は、郷土を守るため火災や水害などの災害が発生した際に、消防職員と連携して活動するとともに、地域住民に対する応急手当講習や防火防災意識の普及活動を行っています。
Our Volunteer Fire Corps coordinate with service personnel to protect their hometowns in the event of fires, floods, and other disasters. They also hold first-aid classes and are involved in promoting fire awareness and disaster prevention measures in their communities.

災害に強く安心して生活できるまちづくりには、市民一人ひとりの防火防災に対する意識や知識を高めていくことが必要なため、市民と触れ合う機会を積極的に設け、防火防災意識の啓発に努めています。
We believe that the foundation of any disaster resilient community is informed citizens. That is why we make a point of interacting with the residents we serve, working to further educate every single member of the community about fire safety and disaster prevention measures.
