Municipal Tax Certificates

Below is information regarding Certificates of Municipal and Prefectural Residents Taxes Ledger (Certificates of Income) and Certificates of Tax Payment (for Individual Municipal and Prefectural Residents Tax). For further information regarding municipal tax certificates, click here (Japanese).

Certificates of Municipal and Prefectural Residents Taxes Ledger (Certificates of Income)

For applications made in person:

For General Use

Items listed on certificate:

  1. Amount of Municipal/Prefectural Taxes due
  2. Amount of income earned and a breakdown of income (including types of income, amount earned from salary/public pension, etc)
  3. Breakdown and amount of deductions/exemptions (deductions/exemptions for social insurance premiums, dependents, etc)   
  • Note: the information contained in 2) and 3) will be from the previous year on which calculations were based for the amount of tax listed in 1).

How to Apply: at Municipal Tax Office Management Sections, Tax Rooms, Ward Branch and Liaison Offices, the Citizens Service Counter (Japanese) and via Convenience Store Certificate Issuance Services. Applications can also be made via post.

For Income Amount

  2. Amount of income earned and a breakdown of income (including types of income, amount earned from salary/public pension, etc)

How to Apply: at Municipal Tax Office Management Sections, Tax Rooms, Ward Branch and Liaison Offices and the Citizens Service Counter (Japanese). Applications can also be made via post.

Applications can be made at offices (etc) that are not in your local ward.

Administration Fees

  • 350 JPY/copy
    (If a certificate exceeds more than one page*, an additional fee of 100 JPY per page will apply.)
    *The following is an example of administration fees when a Certificate of Municipal and Prefectural Residents Taxes Ledger (Certificate of Income) exceeds more than one page: If an applicant and their spouse who live together both apply for Certificates of Income, they can choose to have their certificates issued as a single set providing that they apply for information regarding the same fiscal year and that they submit their applications at the same place. In these such cases, an administration fee of 450 JPY will be charged (350 JPY + 100 JPY).

Note that if an applicant requests two copies of the same certificate, an administration fee of 700 JPY (350 JPY x 2) will apply.

Public welfare recipients, households exempt from Municipal/Prefectural Residents Taxes, and other similar cases may be entitled to reductions to/exemption from paying administration fees. Please let us know when you apply. Please note that when applying using Convenience Store Certificate Issuance Services, there are no administration fee reductions/exeptions, nor will they be reimbursed. Those who would like to be issued certificates with reduced/exempted administration fees should go to their nearest municipal tax office, tax room, ward branch office (etc).

Who Can Apply and What You’ll Need

To protect personal information, applications must be made by applicants themselves or a member of their family with whom they live (some exceptions apply). Please note that when applying via Convenience Store Certificate Issuance Services, applications can only be made by applicants themselves.

When applicants themselves are applying at an office or via post, they will need to bring/include a form of ID. If applying via convenience store certificate issuance services, they will also need an Individual Number Card with an electronic certificate for user identification.

When a family member is applying on behalf of an applicant, they will also need a form of ID.

When You Can Apply for Certificates of Municipal and Prefectural Residents Taxes Ledger for the New Fiscal Year

Municipal and Prefectural Residents Taxes are levied on your income of the previous year. Taxpayers can apply for Certificates of Municipal and Prefectural Residents Taxes Ledger for the new fiscal year from early June (following the day Tax Notifications are sent).

Certificates of Tax Payment (for Municipal and Prefectural Residents Taxes)

  1. Amount of tax due
  2. Amount of tax paid
  3. Amount of unpaid tax
  4. Amount of tax that remains in arrears before the payment due date

When You Can Apply for Certificates of Tax Payment

If you paid taxes at a financial institution or via bank transfer, it may take 1-2 weeks to confirm payment. If you apply for a Certificate of Tax Payment within 1-2 weeks after paying taxes, please be sure to bring/include a receipt.

If you paid taxes via credit card, it may take 2-3 weeks to confirm payment. As there is no receipts for payments via credit card, taxpayers that require a Certificate of Tax Payment as soon as possible should avoid paying via credit card, and instead pay at one of the places listed on the reverse of their payment slip. Please apply for a Certificate of Tax Payment at a municipal tax office, tax room (etc) with the receipt you are issued.

Municipal Tax Offices (Management Sections), Tax Rooms, Ward Branch Offices

  • Monday to Friday from 8:30 am to 5:15 pm
  • Closed on weekends, national holidays, August 6, and from December 29 to January 3

Citizens Service Counter (Japanese)

  • Monday to Friday: 7:30 am to 7 pm
  • Weekends, national holidays, and August 6: 9 am to 7 pm
  • Please note that hours of 7:30 am to 8:30 am and 5 pm to 7 pm during weekdays, and weekends, national holidays, and August 6 are for applications only; we are unable to issue certificates during these hours/on these days.
  • Closed from December 29 to January 3

Liaison Offices

Toyama and Hataka Liaison Offices

  • Monday to Friday from 8:30 am to 5:15 pm
  • Closed on weekends, national holidays, August 6, and from December 29 to January 3 

Sagotani, Hesaka, Aosaki, and Inokuchi Liaison Offices

  • Mondays, Wednesdays, Thursdays and Fridays from 8:30 am to 5:15 pm
  • Please come to reception before 5pm.
  • Closed national holidays, August 6, and from December 29 to January 3
  • If a national holiday falls on a Tuesday, offices will be closed the following workday.
