Convenience Store Certificate Issuance Service
You can use your Individual Number Card to get certificates at convenience stores!!
Eligible Users and Method for Use
Persons registered as residents in Hiroshima City can use the convenience store issuance service if they have an Individual Number Card with an electronic certificate for user identification.
When using the convenience store issuance service, in order to prove that the applicant and the Cardholder are an identical person, you must input the PIN (4 digits) of the electronic certificate for user identification.
* You can apply for an Individual Number Card using one of the following three methods.
- Application by mail
- Application by smartphone
- Application by PC

* Only the Individual Number Card can be used for the convenience store issuance service.
(You cannot use this service using your Basic Resident Registration Card or Seal Registration Card.)

Shut-downs of the Convenience Store Issuance Service
The service can only be used two days after the issuance of your Individual Number Card (excluding Saturdays, Sundays, holidays, August 6th, and December 29th to January 3rd).
The service cannot be used from December 29th to January 3rd, or on maintenance days.
Maintenance is implemented as necessary, such as when changing the fiscal year for income certificates (around end of May each year). The service cannot be used all day on maintenance days.

* This is limited to stores equipped with a multi-functional copy machine that supports the convenience store issuance service. From the multi-functional copy machine's main menu, select "行政サービス" (Government Services) and follow the on-screen instructions to operate the touch panel.
Cautions
Exchanges and Refunds/Exemptions of Fees
You cannot exchange or receive refunds for certificates acquired with the convenience store issuance service. Please confirm the contents before proceeding.
The convenience store issuance service does not support fee exemptions. If you apply for an exemption, please visit the following offices.
For copies of your residence certificate, seal registration certificates, family register certificates, or copies of a supplementary family register, see your Ward Office's Citizens Affairs Division or branch office.
For income certificates, see your city tax office, taxation affairs office, or branch office.
Measures to Prevent Certificate Alteration
The certificates you can acquire from the convenience store issuance service vary from the certificate paper acquired at the ward offices. They use normal, A4-size paper and are printed with anti-alteration and counterfeiting measures.
Copies of Residence Certificates
The convenience store issuance service does not support copies of residence certificates that list the residence certificate code. Visit your local Ward Office's Citizens Affairs Division or branch office.
Furthermore, law dictates that copies of residence certificates that list an Individual Number must only be submitted to government agencies or regional public organizations that carry out procedures for social insurance, tax, or disaster countermeasure. Do not submit such copies to anywhere else.
Acquiring Certificates in the Event of a Family Register Notifications or Changes in Residence
If there has been a notification for the family register, such as a death, birth, or marriage, or a change of residence for your household members, the information for this said change is not immediately reflected in the convenience store issuance service system. Therefore, if you want to acquire a certificate soon after performing the change procedure, inquire with your local Ward Office's Citizens Affairs Division or branch office first.
If You Forgot Your PIN
The PIN you set for the electronic certificate for user identification of your Individual Number Card becomes invalid if you input an incorrect PIN three times in a row. If this occurs, you must reset your PIN at your local Ward Office's Citizens Affairs Division or branch office.
Acquiring Certificates for People Whose Family Register Has Not Been Computerized
The convenience store issuance service does not support family register certificates or copies of a supplementary family register for persons who have not computerized their family register, such as due to the characters used in their family name. Visit your local Ward Office's Citizens Affairs Division or branch office.
Acquiring Certificates at the Ward Office's Citizens Affairs Division or Branch Office
You can acquire certificates at the Ward Office's Citizens Affairs Division or branch office following the same procedure as in the past. To acquire a seal registration certificate, please bring your seal registration card.
