The Individual Number system was introduced in October of 2015, and applications for Individual Number Cards were accepted starting in January of the following year. Get an Individual Number Card to enjoy the following benefits for its usage.
In cases where you must show your Individual Number, such as procedures of year-end adjustments or applications for child allowances, you can use the card as a document for verifying your Individual Number.
Since it can be used as a document to verify your identity for public agencies, the Individual Number Card is the only card that can be used to both verify your identity and indicate your Individual Number.
You can acquire copies of your residence certificate, seal registration certificate, and the like at convenience stores.

You can use e-Tax. There are plans to use the Individual Number portal for online applications such as procedures related to child rearing.

You can apply for an Individual Number Card using one of the following methods.

If you do not have a personal computer at home, you can make an online application for the Individual Card by taking your photo using one of the terminals for the Personal Information Cooperation Record Disclosure System (Mynaportal) installed in the Citizens Affairs Division of each ward office.
Who can make an application:
The applicant him/herself (proxy application is not allowed.)
Where to apply:
Citizens Affairs Division of the ward office of residence (You cannot make an application at a Branch Office or Liaison Office.)
Note: The application procedure takes time, so please come to the office early.
Necessary items for application:
Bring the completed Application Form for Issuance of the Individual Number Card[PDFファイル/237KB], which has been mailed to you together with the Notification Card. If you have lost the application form, contact the Citizens Affairs Division of your local ward office.
If you wish to receive your Individual Number Card by certified mail with delivery restricted to the addressee:
If you bring all of the following documents 1–3 in addition to the Application Form for Issuance of the Individual Number Card, you can receive your Individual Number Card from your ward office/branch office by certified mail with delivery restricted to the addressee, about one month after application.
Note: For both a and b, we may ask you some questions to verify your identity, if necessary.

Please note that if you cannot prepare some of the required documents, you will need to visit the Citizens Affairs Division of your ward office, or a branch office, to be issued your Individual Number Card.
