When the holder of the seal visits the municipal office:

personal identification documents of the holder of the seal and the proxy, letter of proxy (described in the written reply)

Place of Application: Citizens Affairs Division in the Ward Office or a Branch Office in the Ward where you are registered on the Basic Resident Register (excluding Liaison Offices)

(Note 1)Those eligible for personal seal registration

Those aged 15 or older who are registered on the Basic Resident Register in Hiroshima City (Adult wards are not eligible for personal seal registration.)

(Note 2)Major seals that cannot be registered

  1. Seal that has been registered by others
  2. Seal that does not contain any of the following items:
    • Name registered on the Basic Resident Register
    • Family name or first name, or name expressed by combining part of the family name and the first name
  3. Seal whose impression fits inside a square with sides of 8 mm, or does not fit inside a square with sides of 25 mm.
  4. Seal whose impression is unclear or is not rimmed
  5. Seal on which an occupation, qualification, or item other than the name is described
  6. Rubber stamp and other seals that are easily deformed
