When a Child Is Born– To Non-Japanese Residents

Citizens Affairs Division in the Ward Office of the area where the baby was born or the applicant lives

* For documentation required to submit a Birth Notification to the country of the nationality of the baby, please contact the embassy or a consulate of the country.

Qualification acquisition procedures for a special permanent resident

Within 60 days of birth

Father or mother

(or any person living with the child if neither parent can make an application)

Certificate of Acceptance of Birth Notification

(Ask for the certificate at the municipal office where you submitted the Birth Notification. Personal identification documents, such as a Special Permanent Resident Certificate, are required.)

Certificate of Acceptance of Birth Notification
