If one is unable to submit a Moving Out Notification (転出届//Tenshutsu-todoke) before their moving date, they must submit it post-move as soon as possible.
Please be aware that a late fee of \50,000 or less will be charged if notifications are not submitted within 14 days of moving (beginning the day after the move) (link to article in Japanese).
You may submit a Moving-out Notification to the Ward Office or Branch Offices of your former address by mail. After receipt of the Moving-out Notification, a Moving-out Certificate will be sent to you by mail. For filing a notification, please download a Moving-out Notification Form (dedicated for request by mail). Please make sure to enclose a self-addressed stamped envelope.
For those with the abovementioned cards, it is possible to complete their Moving In paperwork (転入手続き// Tennyū-tetsuzuki) simply by bringing their cards to the relevant municipality office if and only if they submit their Moving Out Notification (転出届//Tenshutsu-todoke) beforehand via postal mail.
*Please note that Basic Resident Registration Cards were only issued until December 2015; however, they remain valid and useable until their period of validity ends.
Those who would like to continue to use your Basic Resident Registration Card should fill out the appropriate paperwork at the municipal office upon submitting their Moving In Notification (転入届 // Tennyū-todoke). For more details, click here.
