Neither national organizations nor local governments will ask for your Individual Number, bank account number or information about your assets over the phone, or demand money.
Please be careful about suspicious, hoax phone calls, emails, letters and visits related to the Individual Number System. If necessary, please consult with the organizations described below.

Under the Individual Number System, an individual number is issued to every person possessing a resident record, and the number is utilized for effective information management in the fields of social security, taxation, and disaster response, enabling identification of personal information which is kept in more than one organization.
This system will facilitate the city’s information sharing with the national government and other municipalities, thus improving the convenience of citizens and streamlining administrative work by, for example, reducing the number of documents required for procedures at city hall.

Your Individual Number is used for administrative procedures prescribed in laws and ordinances in the fields of social security, taxation, and disaster response.
You will have to present your Individual Number in the procedures regarding employment insurance, health insurance, and income tax return, amongst others.
Your unique Individual Number will be used for your lifetime except when the number is leaked and at risk of unauthorized use.
After a birth report or other registration is submitted to a municipal office, a notification card describing the person’s Individual Number will be sent to the registered address.
Please handle your Individual Number with care since it will serve you for your lifetime.

The Individual Number Card is issued based on application. (You must surrender the notification card when the Individual Number Card is issued.)
The Individual Number Card indicates the holder’s name, address, date of birth, sex, the Individual Number and other information, and bears a photo of the holder.
The card can be used as an ID card, and can also be used for online tax returns.
The card is issued free of charge. The reissue fee is 1,000 yen (800 yen for the card and 200 yen for the electronic certificate). The expiry date is the 10th birthday after issuance for a person aged 20 or older, and the 5th birthday after issuance for a person under 20.
The Juki Card (basic resident register card) can be used until its expiry date, but if you are going to apply for the Individual Number Card, the Juki Card will be collected when the Individual Number Card is issued.
To apply, please write your name and affix your seal on the application form sent with the notification card, attach a photo on it and return it in the enclosed envelope. Online application via smartphones, etc. is also available.
The photo must have been taken within the last six months and show a front view without a hat against a plain background, and be sized 4.5 cm x 3.5 cm.
The photo will not be accepted if it is taken in profile, does not have a plain background, the person is wearing a hat or sunglasses, or showing a facial appearance quite different from usual. Please also refrain from using a digitally altered photo.

The Individual Number should not be offered to a third party without reason, except when it is offered to administrative organizations for procedures regarding social security, taxation, and disaster response.
Illegally obtaining another person’s Individual Number, and illegally offering another person’s personal information including the Individual Number when you are handling another person’s Individual Number are subject to punishment.
The Personal Information Protection Commission offers the Complaint Mediation Line<外部リンク>to provide necessary mediation about complaints about the handling of specific personal information.

Specific personal information protection assessment
Local governments and other organizations that intend to keep specific personal information files including Individual Numbers are required to conduct specific personal information protection assessment to evaluate their utilization methods and the danger of divulgation, and publicize the results.
They are required to conduct “evaluation of basic items,” “evaluation of focused items” or “evaluation of all items” for each project to be evaluated, according to the results of threshold judgment based on the number of object people.

For procedures regarding taxation and social security, business operators must describe their employees’ Individual Numbers.
For each corporate body, a 13-digit corporate number is issued. The notification is sent by mail to its registered address. In contrast to the Individual Number, any person can use the corporate number without limitation.
* The corporate number is given to registered corporate bodies (companies, etc.), national organizations, local governments, and other corporations and organizations. (It is not given to branches and offices of a corporate body, or to sole proprietors.)
