Ambassador Extraordinary and Plenipotentiary
Embassy of People's Republic of China
Letter of Protest
Despite the fact that the world's five nuclear powers resolved, at the review and extension conference of the Nuclear Non-proliferation Treaty that took place just recently, to conclude negotiations on the Comprehensive Test Ban Treaty (CTBT) by 1996 and decided on self-control of nuclear testing under the same agreement, your country has carried out a nuclear weapons test. This rash act surely threatens to destroy the international arrangement just reached. In these times, when sincere nuclear disarmament efforts by the nuclear powers are being sought, I strongly protest your country's decision to carry out a test of this nature.
On behalf of the citizens of Hiroshima, the first atomic bombed city in the world, I gravely protest the actions of your country, and strongly demand the prompt and total ban of nuclear weapons testing.
Takashi Hiraoka
Mayor
The City of Hiroshima
