October 28, 1995

His Excellency Jean-Bernard Ouvrieu
Ambassador Extraordinary and Plenipotentiary
Japan Embassy of French Republic

Letter of Protest

Dear Mr. Ambassador:

Ignoring the strong criticism of the international community and the request to halt nuclear weapons testing that Iccho Itoh, the mayor of Nagasaki, and I made on our recent visit to the French Foreign Ministry, your country has forcibly conducted three nuclear tests in the South Pacific Ocean. In great anger, we gravely protest your act.

Your country's repeated nuclear weapons testing for the purpose of increasing your nuclear capability, neglecting the obligation of the nuclear powers to strive toward nuclear disarmament, is an outrage and a betrayal of the international community' s trust.

On behalf of the citizens of Hiroshima, the first atomic bombed city in the world, I demand an immediate and total halt to all nuclear weapons testing.

Takashi Hiraoka
Mayor
The City of Hiroshima
