His Excellency Jean-Bernard Ouvrieu
Ambassador Extraordinary and Plenipotentiary
Japan Embassy of French Republic
Letter of Protest
Dear Mr. Ambassador:
As the International Court of Justice is in the midst of deliberating whether nuclear weapons violate international law, and just after the recent adoption by the First Committee of the U.N. General Assembly of a resolution calling for the halt to nuclear weapons testing, your country has conducted its fourth nuclear weapons test. We gravely protest this act.
Your country's actions ignore the international agreement promising voluntary restraint of nuclear weapons testing until the signing of the Comprehensive Test Ban Treaty (CTBT), and are a betrayal of the trust of the international community.
I hereby demand that your country recognize the hopes of the international community for the abolition of nuclear weapons, put an immediate halt to your nuclear weapons testing and strive earnestly toward nuclear disarmament, an obligation of the nuclear powers.
Takashi Hiraoka
Mayor
The City of Hiroshima
