December 28, 1995

His Excellency Jean-Bernard Ouvrieu
Ambassador Extraordinary and Plenipotentiary
Japan Embassy of French Republic

Letter of Protest

Dear Mr. Ambassador:

A resolution calling for an immediate ban on nuclear weapons testing was adopted at the United Nations General Assembly, reflecting the strong will of the international community toward the abolition of nuclear weapons. Ignoring international public opinion, your country has forcibly conducted its fifth nuclear test. I hereby strongly protest.

Now, after the unlimited extension of the Nuclear Non Proliferation Treaty (NPT), the nuclear powers have an obligation to proceed with nuclear disarmament and move toward the abolition of nuclear weapons. Your country's actions run counter to this idea and are a betrayal of the international community.

Your country must be sincere in its acceptance of international public opinion hoping for a world free from nuclear weapons, and immediately halt your nuclear weapons testing.

Takashi Hiraoka
Mayor
The City of Hiroshima
