Peace Declaration (1974)

On the observance of the twenty-ninth anniversary of the atomic bomb devastation, and with the concurrent grievous international climate of consecutive nuclear testings and proliferation of nuclear weapons, and in behalf of the citizens of Hiroshima I strongly remonstrate and dissuade the nuclear possessing nations of the United States of America, the Union of Soviet Socialist Republics, the People's Republic of China, France, Great Britain, and India to: "Promptly halt all nuclear testings and abrogate what nuclear weapons are in any stockpile."

The United States and Soviet Russia in assuming leadership in the world politics seem to have as their new political and diplomatic strategy the intention to grant nuclear aids to the developing countries, designated to expand their respective influences, thus encouraging nuclear proliferation.

At this high time in the trend for nuclear weapons to be compact a special warning must be given that a strong possibility is emerging for even the developing countries to have easy access to nuclear possession somewhat in terms of conventional weapons.
This signifies the easy usage of nuclear weapons in the limited wars, an awesome manifestation but an imminent reality.

Under the guise of nuclear equilibrium theory or self-defense, the rapid nuclear proliferation is opening the path to suicidal ruin of total mankind. And the critical moment is approaching, here and now.

In order to decisively put a stop to the precarious headway of nuclear proliferation, we will appeal to the United Nations to convene an emergent international conference for an early conclusion of a total nuclear ban agreement, including all nuclear possessing nations, and also to the Japanese government to urge for an early ratification of the non-nuclear proliferation treaty.

"Do not repeat Hiroshima." We hereby again ring and precaution these words to the nuclear powers as well as to the third world which is being oriented toward nuclear possession.

We must deeply recognize that all men can live together in one world sharing common destiny, and that each and all members must endeavor to create a world community founded on world citizenship. This is the only right road to establish a long and lasting peace for the sake of all mankind.

Before these sacrificed souls, in behalf of the Hiroshima citizens, I hereby solemnly declare to the whole world that we will ever renew in very strong terms our vow to win peace on this invaluable earth.
