Regarding allowances for atomic bomb survivors (hibakusha) living abroad:

According to a decision of the Osaka High Court on December 5, 2002, hibakusha who are provided with an atomic bomb survivor's certificate (hereafter referred to as the certificate), and are certified to receive allowances in Japan, will be able to continue to receive allowances after they leave Japan.

In addition, hibakusha who (a) were receiving allowances but (b) had said allowances suspended as a result of leaving Japan will be able to receive the allowances which have been unpaid since before and during November 1997 due to the statute of limitation.
