Child Allowance (Jidō Teate)

About Child Allowances (児童手当//Jidō Teate) (From April 2012)

If you move into Hiroshima City with your children, or you are raising children after giving birth (etc), please complete the following application procedures to receive your child allowance.

  • File an application at Welfare Division of your ward office/branch office (except for the Ninoshima Branch Office) within 15 days from the day following the scheduled moving-out date or the day of your child’s birth.
  • If the application is not filed within the timeframe listed above, your child allowance cannot be paid retroactively.
  • If the applicant (recipient) and their family live in different locations due to the applicant’s job, the application must be filed at the municipal office where the applicant lives.
  • If the applicant (recipient) is a civil servant, the application must be filed at their place of employment.

Eligibility

The child allowance is provided to those who are registered as residents in Hiroshima City and who are raising children living in Japan who have not yet finished junior high school (until the first March 31 after reaching the age of 15). As a rule, when both the father and the mother are financially supporting their children, the parent with the highest income will be the recipient.

Monthly Allowance Amount/Income Limit

The child allowance is provided according to the age and number of children, as well as the income of the recipient, as shown below.

*Children are included in the count until the first March 31 after reaching their 18th birthday.

If you have six or more dependents, 380,000 yen is added per person (net income-based).

(Scheduled) Date of Payment

Child allowance is paid in one lump sum for a four-month period, three times a year (February, June and October).

* If the payment date falls on a Saturday, Sunday or national holiday, the allowance will be paid on the immediately preceding weekday.

When Procedures are Needed

Required Documents, etc.

Child Allowance Certification Application

  • When you begin raising a child due to the birth of your first child (etc)
  • When you move into Hiroshima City from another municipality or country
  • When your child leaves a children's home/facility, etc
  • When the recipient changes due to their leaving Japan, a change in the family’s principal earner, or other reasons
  • When your child lives with you during divorce negotiations or after divorce
  • When you leave a civil service job
  • Child Allowance Certification Application Form
  • Inkan seal
  • Bankbook
  • Copy of Health Insurance Card or Pension Enrollment Certificate, Individual Number Card (or Individual Number Notification Card and identification document (driver’s license, etc))

Other documents (petition, etc) may be required.

Allowance Amount Revision Request/

Allowance Amount Revision Notification

  • Allowance Amount Revision Request: When the number of children being raised by the recipient increases due to the birth of a second or subsequent children
  • Allowance Amount Revision Notification: When the number of children being raised by the recipient decreases due to termination of custody (etc)

Other documents (petition, etc.) may be required.

Notification of Current Situation

  • When the recipient wants to continue to receive the child allowance (in June each year)

Documents necessary for procedures will be sent by post at the beginning of June. Please fill out the documents and submit them by the end of June.
If you do not submit a Notification of Current Situation by the specified deadline, you will not be able to receive the child allowance for June and subsequent months.

Allowance Eligibility Termination Notification

  • When the recipient is no longer raising the child due to termination of custody or other reasons
  • When the recipient becomes a civil servant
  • When the recipient changes due to a change in the family’s principal earner or other reasons
  • When the recipient lives apart from the child during divorce negotiations or after divorce
  • When the recipient is incarcerated

* If you cannot submit all the documents necessary for the procedures within 15 days from the day following the scheduled moving-out date or the day of the child's birth, please contact the Welfare Division of your local ward office and submist (at least) a Child Allowance Certification Application Form (Allowance Amount Revision Request) within 15 days.

*If submitting via postal mail, the date on which the documents are recieved by the Welfare Division of your local ward office or branch office (excluding the Ninoshima Branch Office) will be considered the date of reception.

For inquiries and information about the procedures, contact the Welfare Division of your local ward office; please note that the Ninoshima Branch Office does not process applications related to the child allowance.

Petition for Study Abroad

  • When the child is studying abroad

Petition (Guardian of a Minor)

  • When a legal representative files an application in cases where the child has no designated person with parental authority

Petition (Parent Living with the Child)

  • When the father or mother living with the child files an application in cases where the father and mother live separately during divorce negotiations (etc)

Notification of Recipient Designated by Parents

  • When the parents designate a recipient of the child allowance in cases where they live outside Japan and their child lives in Japan

Claim Form for Unpaid Allowance

  • When the recipient dies

Notification of Change of Individual Number

  • When the recipient registers the individual number of their spouse (etc) due to marriage, etc
  • When the individual number of the recipient, child or spouse (etc) changes

Important Notes

  • When the recipient moves out of Hiroshima City to another municipality (including when relocating to a new job away from home without their family), they must file an application at a municipal office of their new address within 15 days from the day following the scheduled moving-out date. Please note that if the procedures are not completed within this timeframe, the child allowance cannot be paid retroactively.
     
  • When the recipient retires from a civil service job, they must file an application at the Welfare Division of their local ward office within 15 days from the day following the date of retirement.  Please note that if the procedures are not completed within this timeframe, the child allowance cannot be paid retroactively.
     
  • When the recipient moves out of Japan due to job relocation or other reasons but their spouse and child continue to live in Japan, the procedures for changing the recipient to the spouse (etc) must be carried out at the Welfare Division of their local ward office within 15 days from the day following the scheduled moving-out date. Please note that if the procedures are not completed within this timeframe, the child allowance cannot be paid retroactively.
     
  • As a rule, child allowance cannot be provided when the child lives outside Japan, even if their parents/guardians live in Japan. However, when the child is studying abroad, the child allowance may be provided if certain requirements are met.
     
  • When the parents live separately during divorce negotiations or after divorce (their Resident Records are separate), the parent living with the child is the preferential recipient. Documents proving that divorce negotiations are under way or completed are required for the procedures. Complete the procedures at the Welfare Division of your local ward office within 15 days from the day following the date when the requirements for a preferential recipient are met. Please note that if the procedures are not completed within this timeframe, the child allowance cannot be paid retroactively. When the person who has been receiving the child allowance lives apart from their child during divorce negotiations or after divorce, their eligibility for the allowance is lost on the day when the requirements for a preferential recipient are met.
     
  • When the child is placed in a children’s home/facility, the head of the facility (etc) will receive the child allowance on behalf of the parents (etc).  When the child leaves the facility, their parents (etc) are required to carry out  application procedures at the Welfare Division of their local ward office within 15 days from the day following the date when the child leaves the facility.
     
  • When the child is living in Japan and supported by money sent by the parents who live outside Japan, the person who is living with the child and who has been designated as the recipient by the parents is allowed to receive the allowance.
     
  • The guardian of a minor is allowed to receive the allowance if the child is under guardianship.
     
  • Payment of the child allowance may be terminated, or the recipient may be asked to return allowance already received, due to changes in the circumstances of the recipient, etc.

COVID-19 Infection Prevention Measures

Eligible recipients who could not request approval on the grounds of preventing the spread of COVID-19 fall under the category of "unavoidable reasons" -- even if these eligible recipients submit their request late, it is possible for them to begin receiving their allowance beginning the month after the "unavoidable reason" has occurred. In cases such as these, you must submit your request within 15 days after the end of the "unavoidable reason." Please consult with the Welfare Division of your local ward office in advance.
