The Hiroshima City Ordinance for the Prevention of Littering, Etc., was enacted on October 1, 2003, with the aim of making Hiroshima City a clean and comfortable city for all to live in through the combined efforts of citizens, businesses, and the City of Hiroshima. The ordinance’s enactment serves to remind us all that we should not engage in littering, smoking while walking, spraying graffiti, not picking up after your dog, etc., and the importance of ingraining these social rules within our society.
To ensure a comfortable living environment for all through the prevention of behaviors that are detrimental to urban aesthetics, such as cigarette-butt littering, and harmful health effects caused to others due to smoking, the ordinance mandates that littering, spraying graffiti, and not picking up after your dog are strictly prohibited in all outdoor public areas of Hiroshima City. In addition, the ordinance requires everyone to make sincere efforts to avoid smoking cigarettes while walking, an act that likely leads to littering and may result in harmful health effects for others.
Those who commit the following in outdoor public areas within designated beautification promotion zones and restricted smoking zones shall be subject to a 1,000 yen fine.
Furthermore, those who spray graffiti in outdoor areas shall be subject to a fine of up to 50,000 yen.
