Letter of Request to Prime Minister Kishida Regarding the TPNW

Regarding the Treaty of the Prohibition of Nuclear Weapons (TPNW)

Excellency:

On behalf of the citizens of Hiroshima and Nagasaki, we would like to express our deep respect for your great efforts towards the realization of a world without nuclear weapons.

We would especially like to extend our heartfelt gratitude for your attendance at the 10th NPT Review Conference, where you declared that Nagasaki must remain the last place to suffer an atomic bombing, and announced the Hiroshima Action Plan, including setting up a fund to encourage visits to Hiroshima and Nagasaki by young people around the world.

The first Meeting of States Parties to the TPNW was held prior to the NPT Review Conference. It was there that the Vienna Declaration, a document that condemns unequivocally any threat of nuclear weapons and demonstrates determination for the elimination of such weapons, was adopted. The Vienna Action Plan, that sets out concrete steps and actions for nuclear weapons elimination, was also adopted, and these results marked a worthwhile step towards the future. Furthermore, the complementarity of the TPNW with the NPT was also reaffirmed.

At the Meeting, states under the nuclear umbrella attended as observers. Demonstrating their reasons for not signing or ratifying the TPNW, these states candidly spoke about sharing the common goal of a world free from nuclear weapons, and their intention to engage in dialogue with states parties and play a role in nuclear disarmament. We believe their view is not different from that of the Japanese government. Japan should participate in discussions to convey the ardent desire of hibakusha and the realities of the atomic bombings, eliminate the division between nuclear-weapon-states and non-nuclear-weapons states, and serve as a bridge between them for forming a common basis for nuclear abolition.

As the only nation to have suffered the devastation of atomic bombings in warfare, we urgently appeal to the government to sign and ratify the TPNW as soon as possible. In the meantime, we ask that the Japanese government attend the second Meeting of States Parties to be held next November as an observer in order to become a driving force in the realization of a world free from nuclear weapons by replacing them with diplomacy through dialogue.
