Should foreign nationals (those who do not possess Japanese citizenship) be enrolled in long-term care insurance?

Foreign nationals (those who do not possess Japanese citizenship) residing in Hiroshima City who are permitted to stay in Japan for three months or more at the time of entry, and those whose permitted period of stay is three months or less but who are recognized as planning to stay in Japan for more than three months according to their purpose of entry and the situation of their life in Japan should be enrolled in Hiroshima City Long-Term Care Insurance.
