Message from the Mayor Regarding the Continuation of Intensive COVID-19 Infection Prevention Measures (as of 1/15/2021)

At present, the state of infections in Hiroshima City is as follows: the rapid increase in cases which began in December has started to slow. However, while the number of new patients have been decreasing over the past few days, it is still possible that we may see another rapid rise in cases; our situation remains precarious and unpredictable. The recent decrease in new cases is the result of the cooperation of citizens and business owners alike over the New Year holidays, and going forward, we would like to be below the standards for Level 2 (less than 15 infections per 100,000 people) as soon as possible. In order to achieve and maintain this goal, we once again ask our citizens and business owners to come together and work in cooperation with us.

Beginning January 7, eleven prefectures have declared states of emergency; I would like to ask that citizens fundamentally refrain from travel to and from these prefectures, and to keep a close eye on the state of infections there.

In that, for those who must travel to prefectures under states of emergency for work or, especially in this season, for admissions testing, I ask you personally take proactive steps to avoid the 3Cs (closed spaces, crowded places, close-contact) in addition to making use of facilities that have strict COVID-19 infection prevention measures in place.

The municipal government is currently working to carry out COVID-19 infection prevention measures as we believe it is our job to carry out the policies of the national and prefectural government soundly and without fail. However, this job cannot be accomplished by municipal government alone. I would like you all to realize that our success is predicated on the cooperation of you, our citizens. Looking at the route of infection from the end of December onwards, infections within households make up half of the number of total infections. During this extension of intensive infection prevention measures until February 7, I ask that you reduce person-to-person contact even more than before. I also ask that you take care not to bring infection into your homes through contact with others, such as in the workplace or when dining with others.

In order to reduce the number of those in the office at Hiroshima City Hall during weekdays by 70% (excluding positions which handle infection prevention measures and those which require direct interactions with our citizens), we have implemented staggered hours, working rotations that include weekends, promotion of the use of vacation time, expanded work from home initiatives, and set up satellite offices. In addition to these measures, we are also encouraging our employees to go straight home after work when possible. I ask that business owners also devise their own solutions when it comes to work policies. 

I know that I am asking a lot, but we are in a position where whether or not this impacts the local economy, which supports the lives of all of our citizens, for an extended period of time depends on the actions of each and every citizen. During this period of intensive infection prevention measures, I ask that each of you be resolute in your decision to reduce person-to-person contact, and to make responsible and smart decisions about your actions in that resolution.
