Special Tax Payment Postponement Program for Those Affected by COVID-19

For those whose business income has decreased significantly due to COVID-19 (see Eligibility below), you may be able to postpone municipal tax payments for one year.

Note: it is also possible to work out a payment system based on your business situation, such as payment in the middle of the postponement period or payment in installments.

  • No need for collateral
  • Delinquent charges will not apply during the postponement period
 
Eligibility

Taxpayers/special collecting agents who fulfil all of the following criteria are eligible:

  1. Those whose business income has decreased roughly 20% or more compared to the same time last year for a period of your choice after February 2020 (for at least a month) due to COVID-19.
  2. Those who have difficulty paying their taxes at one time.

Note: In terms of deciding those who have difficulty paying their taxes at one time, we will consider the situation that the applicant is in, such as business funds for the next six months, and decide accordingly.

 
Municipal Taxes Eligible for Postponement
  • Municipal taxes which have a payment deadline between February 1, 2020 to February 1, 2021 are eligible for postponement.
 
Application Procedures (Etc)

You must apply by the payment deadline (if your deadline has been extended, by the extended deadline).

  •  “Cessation of automatic bank account debit services from here forward in regards to postponed municipal taxes” has been added to application forms to be submitted to the City of Hiroshima exclusively (cannot be used for other local authorities other than the City of Hiroshima).

  •  You will also be required to submit the following documents. Should these documents be difficult to submit, we will ask for verbal confirmation.

1.Documents which prove loss of business income

(e.g., copy of sales book, pay stubs, bank book, etc)

2. Documents which prove one-time payment is difficult

 (e.g., copy of bank book/cash book, State of Asset Revenue and Expenditure, Detailed Statement ofAsset and Revenue and Expenditure)

You may use the following files for your State of Asset Revenue and Expenditure and Detailed Statement of Asset and Revenue and Expenditure

State of Asset Revenue and Expenditure (if the amount of payment to be postponed is \1,000,000 or less) (Excel)

Detailed Statement of Asset and Revenue and Expenditure (if the amount of payment to be postponed is over \1,000,000) (Excel)

  •  After receiving an application for payment postponement, we will require time to confirm and assess the contents of the application before making a final decision.

Note: if you apply for the Special Tax Payment Postponement Program at local authorities other than the City of Hiroshima, you cannot use the form which is to be submitted to the City of Hiroshima exclusively. Please consult with the department in charge at the local authority of which you would like to apply.

Those who are not eligible for the Special Tax Payment Postponement Program may still be able to postpone payments under a different system; please see the following for details:

For those whose municipal tax payments are directly debited from their bank accounts:
  • Municipal taxes for those who have stopped direct debit based on this application should be paid via payment slips.
  • Be aware that at the time of application submission, applications to stop direct debit will not have enough time to go through for municipal taxes which have passed the point of seven days prior (see Note) to the payment deadline (the day funds are debited), as a general rule.

Note: The period of “seven days prior” does not include weekends or national holidays.
