Welfare Offices and Health Centers

Ward offices provide comprehensive health and welfare services by combining Health Centers with welfare-related offices. Health Centers offer advice about the health of, infants, children, adults, pregnant women, the elderly, and people with mental disabilities. The welfare offices provide advice and help with financial troubles, physical and mental disabilities, and the welfare of children, the elderly, single-parent families, and other matters.

Each ward office has a Public Welfare Department which is split into three divisions. Each division and its services are shown in the following table:

Advice about medical care and welfare for the elderly

Medical Care System for Older Seniors, retirement homes, prevention of elderly abuse, etc.

Medical consultation and examinations for adults and the elderly

Advice about health problems such as obesity and high blood pressure, dental health advice, HIV testing and advice, examinations for tuberculosis and cancer, etc.

Advice about immunization

Children’s vaccinations, flu vaccinations for the elderly, etc.

Advice about Long Term Care Insurance

Certification of needing long term care, payment of insurance premiums

Health Services and Welfare Division

Advice about children’s welfare

Preschool facilities, medical subsidies for children, Child Allowances, support for childrearing, etc.

Advice about welfare for single-parent families

Medical expense subsidies for single-parent families, Childrearing Allowance, etc.

Advice about welfare for those with physical and/or mental disabilities

Physical disability certificates, medical subsidies for severely disabled people, placement in facilities, allowances, etc.

Advice about pregnancy, babies, and child rearing

Maternal and Child Health Handbooks, infant health examinations, parenting classes, etc.

Advice about mental health-related welfare

Certificate of Health and Welfare for People with Mental Disorders, support for independence, medical care (mental health clinic visits), etc.

 

The Public Welfare Department of the Higashi Ward Office consists of three different divisions shown in the following table:

Medical Care System for Older Seniors, placement in retirement homes, etc.

Advice about long-term care insurance

Advice about children’s welfare

Entrance into preschool facilities, medical subsidies for children etc., child allowances, support for child rearing, etc.

Advice about welfare for single-parent families

Medical expense subsidies for single-parent families, Childrearing Allowance, etc.

Advice about welfare for those with physical or mental disabilities

Certificates of Physical Disability, Certificates of Intellectual Disability, Certificates of Mental Disorders, Independence Support Treatment (ambulant medical care, rehabilitation, treatment for children with potential disabilities), allowances, etc.
