Chapter 3 Increasing Municipal Independence and Promoting Decentralization

1 Improvement of the executive system and administrative capacity
The reinforcement of comprehensive and functional executive systems will be advanced through the reform of organizations and personnel quota based on an annual review of the executive system. Furthermore, reinforcement in the functionality of wards offices, the main entities that provide comprehensive services familiar to citizens, will be set forward while attending to the professional development of local officials.

2 Promoting decentralization and adequate response measures regarding regional systems
Through Hiroshima’s own capacities and relationships with other designated cities, we will lobby the national government for progressive decentralization; this includes transition of power and financial resource allocation to designated cities as well as the materialization of the New Metropolis System. In addition, we will take adequate response measures regarding regional systems while taking into consideration current debate trends.
