Chapter 1 Background of the Plan

Section 1 Purpose of the Plan
Established by City Council resolution, the Basic Plan comprehensively and systematically outlines policies designed to realize the Basic Concepts for the City of Hiroshima.

Section 2 Temporal Scope of the Plan
The present plan covers the period from FY 2009 through FY 2020. If necessary, it may be reexamined or revised in response to significant changes in social and economic conditions.

Section 3 Indicators as Basis for the Plan(Population)
The total population of Hiroshima City is predicted to increase from the 2005 figure of 1,154,000 to 1,179,000 in the year 2020.
Regarding population distribution, Hiroshima’s population in the year 2005 consisted of 171,000 children between 0 and 14 years of age (14.8%), 788,000 workingage citizens between 15 and 64 years of age (68.2%), and 196,000 elderly citizens of 65 years of age or more (17.0%). The population in the year 2020 is predicted to consist of 154,000 children (13.1%), 718,000 workingage citizens (60.9%) and 307,000 elderly citizens (26.1%).
